The resolution this was recorded is 1024x576
I can play just fine in 1280x720 when not recording
My Specs:
Intel HD Graphics
1.6GHz
4gb RAM
Here is what i did to remove Motion Blur and Bloom!
I opened the .exe in HxD(Hex Editor) and then looked for these lines
uDOF
uRadialBlurFilter
uBlurFilter
uBloomFilter
uTangentBlurFilter
uMotionBlur
uBlur
mbGSDOF > mxGSDOF
Now replace the "u" to an "x" , make sure to select the letter with the mouse , don't try to delete it!
This ones are not needed but it improved my performance a little
uAmbientOcclusionFilter
uEdgeAntiAliasingFilter
